The law, signed by Abraham Lincoln, that granted 160 acres of surveyed public land to a settler who resided on and improved it, accelerating the settlement of the American West. About forty percent of those who filed a claim carried it through to a title; how much of the land granted under it went to genuine settlers rather than fraud and speculation is still argued.
About 40 percent of filers completed the process to final title; historians disagree on how much of the granted land reflects manipulation by land companies and speculators using dummy entrymen against ordinary settlers who simply failed. Earlier scholarship stressed widespread fraud, more recent work argues it was comparatively minor.
