The CGIAR system's one center devoted entirely to food policy rather than to a crop or a region. Founded in 1975 and headquartered in Washington, DC, it studies how markets, trade, subsidies and institutions decide who eats, working with over 300 partner organizations across the low- and middle-income world. Its existence is an institutional acknowledgment of the entitlement lesson: production alone has never been the whole of hunger.
